A time of happiness and joy. Moshe is apart of every one of the jewish people... he is connected with the receiving of torah... and he came into and "left" the world in the month of Adar. As Rabbi Nachman of Breslov so eloquently put it: "Mitzvah Gedolah Le'hiyot Besimcha Tamid," It is a great mitzvah to always be happy.
