There was a horrible group of terrorists and another person who came to protect against the terrorists, and everyone was shot, including this soldier. And when help came, there was a worry that there was still a threat, and they were getting ready to shoot this person as they thought he was one of the threats. He just came from his home and he wasn't wearing any uniform or anything. And one person said "wait don't shoot, he's wearing tzitzit."
